What is HUD and the Section 8 Housing Choice Voucher Program?

HUD provides the funding for local PHA's to administer the section 8 housing application and program as well as for public houisng dwellings'A housing authority is the local administrative agency for housing assistance programs funded by the federal Department of Housing and Urban Development. HUD allocates funds locally to Housing Authorities. In order to complete a section 8 housing application, your local housing authority must have an open waiting list.

Large cities have their own housing authority, and smaller towns are served by a county housing authority. All housing authorities provide rental housing or rental assistance to low-income families, the elderly and people with disabilities. A local housing authority is the first place to go to find out about what housing assistance programs are available in your area, and whether they are accepting applications. Often there are long waiting lists for section 8 housing application assistance programs, especially the Housing Choice Voucher, or Section 8 voucher programs and for public housing units managed and maintained by the housing authority.

Not all Section 8 housing authorities manage and maintain public housing units, although virtually all housing authorities serving large urban areas do. Public housing units usually suffer from deferred maintenance issues, and many urban developments have reputations as dangerous places. Despite this, there are always long waiting lists for units. Currently, many public housing developments nationwide are being rebuilt and restructured into mixed-income developments. Everyone knows how to apply for section 8, but few are able to locate a Housing Authority that is accepting applications for its section 8 waiting list so one can complete a section 8 application. What are vouchers used for as it pertains to a Section 8 houisng application?

Low-income families use vouchers to help pay for housing that they find in the private market. The program is federally funded but run by a network of about 2,230 state and local housing agencies. More than 5 million people in 2.2 million low-income families use vouchers. Who Is Eligible for Vouchers? Federal rules ensure that vouchers are targeted at the families who need them most. Seventy-five percent of new households admitted each year must be “extremely low-income,” with incomes not exceeding 30 percent of the local median or the poverty line, whichever is higher. Other new households may have incomes up to 80 percent of the area median. Housing agencies may set admissions preferences based on housing need or other criteria. Undocumented immigrants are not eligible for voucher assistance. How Does a Family Use a Voucher?

Once a family receives a voucher, it has at least 60 days to find housing. A family can use a voucher to help pay the rent either for its current unit or for a new unit. In either case, the housing agency must verify that the unit meets federal housing quality standards and that the rent is reasonable compared to market rents for similar units in the area. A family with a voucher generally must contribute the higher of 30 percent of its income or a “minimum rent” of up to $50 for rent and utilities. The voucher pays the rest of those costs, up to a limit (called a “payment standard”) set by the housing agency.

    What is a grant?
A grant is a sum of money that you do not have to pay back.

Is this for a voucher or a low income housing application?
No. The Section 8 Consolidation Program only awards cash grants to people in need, not rental assistance vouchers. That Program is called the Section 8 Housing Choice Voucher Program and is administered only by housing authorities which are in no way affiliated with Section8programs.com.
