    How can I obtain a Section 8 housing application onine and apply?

    Subsidized housing is a term used to explain housing that is funded by another source. As it pertains to rental assistance programs in the United States, that source is most like HUD. Housing authorities receive funding from HUD to run their housing programs locally. Applications are free but hard to find. This is due to waiting lists accross the country being closed due to the high demand for low income housing. In order to complete a Section 8 application online, you must first find a housing authority that has an open waiting list.

    Have I applied for HUD if I complete a Section 8 application online?

    HUD in itself is not a rental assistance program. HUD is the federal agency that provides the funding for Section 8 housing. There is no HUD application per se. HUD housing is multifamily complexes that are privately owned and subsidized by the federal government. HUD homes are available to people that want to apply for section 8 and have incomes at or below 30% or 50% of the area median income, and some buildings are reserved specifically for elderly or disabled renters or people who are currently without a permanent address who are seeking housing. Generally, private owners hire companies to manage the properties. HUD inspections occur regularly to ensure housing quality and tenant income must be certified annually. Tenants are required to report all changes to household members and income to the management promptly. All household members receiving a subsidy are required to prove legal residency under section 8 and HUD rules.     Most PHA's administer 2 (two) programs. The Housing Choice Voucher program is for those that would like to apply for section 8. The Housing Developments owned, managed and maintained by the PHA are referred to as Conventional Housing, or Low Rent Public Housing. There are 572 Conventional units in the City of Ventura, ranging in size from 0 bedrooms to 4 bedrooms. The established rent is approximately 30% of residents adjusted income. Site specific section 8 application is not accepted. The Section 8 Housing Voucher Program is a rental subsidy program administered by this agency. Qualified families in this program are selected from the waiting list, certified, briefed on the requirements of the program and allowed to locate their own decent safe and sanitary housing. Rents are controlled by Fair Market Rents as established by HUD. The tenant’s portion of the rent payable to the owner is based on 30% of the family’s adjusted gross income. The Housing Authority subsidizes the difference between the tenant’s portion and the actual rent. The Fair Housing Act prohibits discrimination in housing because of race, color, national origin, religion, sex or handicap.

The family must inform SAHA of the birth, adoption or court-awarded custody of a child within 15 days. The family must request SAHA approval to add any other family member as an occupant of the unit. Failure to report changes can result in retroactive rent increases or lease terminations. After completing a section 8 application, one can be on a waiting list for several years. Requests for Transfer- All requests for emergency, unit size, and/or reasonable accommodation transfers should be directed to the SAHA office for verification or documentation to ensure compliance with regulations.

    Do I qualify to complete a Section 8 housing application?
    Eligibility for a housing voucher is determined by the PHA based on the total annual gross income and family size and is limited to US citizens and specified categories of non-citizens who have eligible immigration status. In general, the family's income may not exceed 50% of the median income for the county or metropolitan area in which the family chooses to live. By law, a PHA must provide 75 percent of its voucher to applicants whose incomes do not exceed 30 percent of the area median income. Median income levels are published by HUD and vary by location. The PHA serving your community can provide you with the income limits for your area and family size.

    During the Section 8 housing application process, the PHA will collect information on family income, assets, and family composition. The PHA will verify this information with other local agencies, your employer and bank, and will use the information to determine program eligibility and the amount of the housing assistance payment If the PHA determines that your family is eligible, the PHA will put your name on a waiting list, unless it is able to assist you immediately. Once your name is reached on the Section 8 waiting list, the PHA will contact you and issue to you a housing voucher.
